Nearly $40 billion over 30 years is available for transit projects in California aimed at reducing traffic congestion. Recently, the Los Angeles Metro Board of Directors passed the Construction Careers Policy, a five-year plan that involves 17 transit projects worth more than $6.2 billion that will create about 23,400 "good middle-class" construction jobs, writes María Elena Durazo, the executive secretary-treasurer at the Los Angeles AFL-CIO. The policy requires that all Metro projects ensure that 40% of the construction work hours on a project be completed by workers from districts with high unemployment and poverty rates. Millennium Partners and Vornado Realty Trust have joined forces to restart the project that originally was to be a 39-story, $750 million mixed-use project. On Thursday, the House Transportation and Infrastructure Committee began consideration of H.R. 7, the American Infrastructure and Infrastructure Act of 2012. Over 100 amendments will be considered. The committee markup was notable for the partisan bickering between the majority and minority over the drafting of the bill. No Democrats have cosponsored the bill. The bill authorizes approximately $260 billion over five years to fund federal highway, transit and safety programs, maintaining current funding levels. Getting a highway and transit authorization bill passed in Congress and signed into law prior to March 31, will not be easy. It is vital that AGC members engage business associates (suppliers, subcontractors, insurance, bonding, financial services, etc.), labor organizations and other non-construction businesses in this effort.
